ESOL STUDENTS

Onewhero Area School Policy Legislation (National Administration Guideline 6)


RATIONALE:

There is an increasing number of students in the New Zealand society who are new speakers of English need to receive assistance and appropriate programmes which will enable them to settle quickly in to their new environment and gain proficiency in their new language, whilst retaining their first language culture and self esteem.

PURPOSE:

1. To ensure all new families are made to feel welcome at Onewhero Area School, especially those for whom English is a new language.
2. To assist teachers in being sensitive to the needs of these students and to understand that such students may have knowledge in their first language but will be limited in English.
3. To assist teachers in providing appropriate support programmes as necessary to ensure student achievement.

GUIDELINES:

1. All students for whom English is a new language will be placed in a classroom where they can receive maximum support and commensurate with their chronological age.
2. Students from diverse language backgrounds need many and varied opportunities to use their new language (English) and link to their prior knowledge in small groups and in meaningful situations according to their needs within the resources of the school.
3. Additional support will be provided for students who are beginner learners of English based on the Ministry of Education guidelines for funding.
4. Staff development will on-going through staff meetings for all staff and in-service training for key personnel.

PROCEDURES:

When parents/caregivers approach the school to enroll a student the secretary will give them an enrolment pack including:

a) An enrolment form in the enrolment pack, prospectus, bus rules, immunisation certificate, student technology agreement and a curriculum guide.

2. As part of the enrolment interview the secretary will:

a) Photocopy the information page and entry permit in the students passport and verify their immigration status. The principal will make a note 3 months before expiry of work permits to allow time for families to reapply.
b) Check that all relevant information is completed on the school enrolment form.
c) If a student has come from another NZ school, check the class level and information on school Student Management System (SMS).
d) Advise parents of the students placement and name of the teacher(s).
e) Arrange for a tour of the school, meeting the teacher and the class.
f) Give the family a date and time to start.
g) Ensure the teacher(s) has adequate preparation for the new student.

3. As soon as possible, a second stage of the enrolment will involve the person responsible for SENCO to interview the family. Information will be recorded and given to the student's class teacher(s) and placed on the student's file.

4. In consultation with the classroom teacher(s) the person with the responsibility of SENCO will make an application for ESOL funding from the MOE.

5. In consultation with the classroom teacher(s) the person with the responsibility of SENCO will organize any appropriate resources or support required.

6. Classroom programmes will be modified to cater for the language needs of the ESOL learner as necessary.
